East Haven P&Z puts vape-shop rules, Morgan Avenue rezoning on Nov. 4 agenda

Several zoning questions in East Haven will wait at least another month. At its Oct. 7 meeting, the Planning and Zoning Commission continued its public hearing on new rules for tobacco, vape and CBD shops to Nov. 4, according to the commission’s official notice of actions and decisions, filed with the Town Clerk on Oct. 9.

The commission also scheduled a public hearing on a request to rezone 15 lots on Morgan Avenue and Morgan Terrace, and pushed back hearings on a proposed adult coffee shop with a children’s play area on Hemingway Avenue and a new generator at a regional water authority pump house on Foxon Road.

Vape and tobacco shop rules

Application No. 26-1 TXT is the commission’s own proposal. According to the meeting agenda, it is a text amendment to the East Haven Zoning Regulations “regulating the principal retail sales of tobacco, vapor products, CBD products, and accessory items.” The agenda listed a possible vote. Instead, the commission continued the public hearing to its Nov. 4 regular meeting, the notice says.

The text of the proposed regulations is not included in the agenda packet. Residents can find application details on the commission’s page on the town website.

Auto modification shops

A second proposed text amendment, Application No. 26-2 TXT, was filed by Ana Reyes of New Britain. It would allow businesses that specialize in automobile modifications as a permitted use in the town’s LI-1 and LI-2 light industrial zones, according to the agenda. That hearing was also continued to Nov. 4.

Morgan Avenue rezoning hearing set

Ralph Mauro, of 155 Morgan Ave., has petitioned to change the town zoning map, according to the agenda. Application No. 26-1 MAP asks the commission to rezone 15 lots from the R-3 zoning district to R-1. The lots are 12 parcels shown as 76 to 126 Morgan Avenue and three shown as 4 to 8 Morgan Terrace on the town’s GIS map.

The commission scheduled a public hearing on the petition for Nov. 4, the notice says.

Coffee With A Twist and a water authority generator

Carla Miranda has applied for a special exception to open an indoor recreation facility with accessory food service at 370 Hemingway Ave., according to the agenda. The business, called “Coffee With A Twist,” is described in the agenda as “an adult coffee shop with an indoor play area for children.” The commission continued the opening of that public hearing to Nov. 4.

The South Central Regional Water Authority, through applicant Andrew White, is seeking a special exception to replace an existing generator with a new one outside its pump house at 539 Foxon Road, the agenda says. The opening of that hearing was also continued to Nov. 4.
